Natembeya, Orengo Security Withdrawal Sparks Political Row as Murkomen Defends Decision

The reported withdrawal of police officers assigned to two Kenyan governors has triggered a political dispute, raising questions about how security arrangements for elected leaders are reviewed and whether such decisions are influenced by political disagreements.

Trans Nzoia Governor George Natembeya and Siaya Governor James Orengo say officers assigned to protect them were recalled without adequate explanation.

The controversy comes amid growing political tensions as President William Ruto and his opponents prepare for the 2027 General Election.

Natembeya said his security officers were withdrawn late on Wednesday, October 14, describing the incident as the second time he had experienced such a decision.

Natembeya, Orengo Security Withdrawal Sparks Political Row as Murkomen...

He called on Inspector-General of Police Douglas Kanja to explain the reasons and clarify whether the necessary procedures had been followed.

Orengo subsequently reported that his security had also been withdrawn after attending the first-anniversary memorial of former Prime Minister Raila Odinga in Bondo.

The Siaya governor said he would not be intimidated by the development.

Murkomen defends security decision

Interior Cabinet Secretary Kipchumba Murkomen defended the withdrawal of officers assigned to Natembeya, accusing the governor of associating with people involved in political violence.

Speaking during President Ruto's tour of the North Rift, Murkomen said the government would not allow politicians to use state-provided security to facilitate disorder.

His remarks amounted to allegations against Natembeya, not findings established through a court process.

The Interior Cabinet Secretary did not publicly establish that the circumstances surrounding Orengo's reported withdrawal were the same.

Natembeya rejected the suggestion that the loss of his security would prevent him from carrying out his duties.

He said he remained confident in his personal safety and the support of Trans Nzoia residents.

What does the Constitution say?

The dispute has brought renewed attention to Article 47 of Kenya's Constitution, which guarantees fair administrative action.

Natembeya argues that decisions affecting his security must be lawful, reasonable and procedurally fair.

He also cited constitutional provisions requiring national security agencies to operate professionally and respect fundamental rights.

The central legal question is not simply whether police officers can be reassigned.

It is whether the decision was made through the appropriate process, for legitimate security reasons and with the necessary procedural safeguards.

Natembeya referred to an earlier High Court decision concerning the withdrawal of security assigned to governors.

However, the circumstances of each case must be considered separately before determining whether a particular withdrawal was unlawful.

Political tensions ahead of 2027

Both governors have become prominent critics of the national administration.

Natembeya has intensified his political activities in western Kenya, while Orengo has maintained a visible role in opposition politics.

Their supporters have questioned whether the reported security changes were intended to exert political pressure.

Government officials, meanwhile, insist that security arrangements must not be used to protect or facilitate unlawful activities.

Neither position, on its own, establishes the legality or motivation of the decisions.

The controversy is likely to increase demands for a clear explanation from the National Police Service.

For Kenya's political institutions, the broader issue is whether security decisions involving elected officials can be made transparently and independently of partisan disputes.

A formal account of the reasons for the withdrawals could help establish whether the decisions were routine operational measures or actions requiring further legal scrutiny.
