KEMIS Subject Selection Challenged in Court Over Missing Grade 10 Combinations

17, Oct 2026 / 3 min read / By Livenow Africa

Kenya's senior school placement system is facing a legal challenge over allegations that some subject combinations are missing, incorrectly listed or linked to an incomplete selection of schools.

The case raises concerns about whether learners transitioning from junior secondary school will have access to the academic pathways they need for future careers.

Two applicants have moved to the High Court seeking orders against the Ministry of Education over the operation of the Kenya Education Management Information System, commonly known as KEMIS.

They argue that errors in the system could restrict learners' choices and affect their eventual eligibility for university and college programmes.

The allegations have not yet been determined by the court.

What is the problem with KEMIS?

The applicants claim that some subject combinations available under the Competency-Based Education system are not accurately reflected in the placement platform.

They say certain combinations appear to have no schools offering them, while others show far fewer institutions than are actually available.

One example cited in the proceedings concerns the combination of Biology, Chemistry and Physics under the Science, Technology, Engineering and Mathematics pathway.

According to the applicants, the system displays only 1,000 schools for the combination, despite their claim that 10,515 schools offer it nationally.

They argue that the discrepancy could prevent learners from identifying suitable institutions.

The figures are allegations presented in court and have not been independently established as the actual number of schools offering the combination.

Why subject combinations matter

Under Kenya's senior school model, learners select pathways and subject combinations intended to reflect their interests, abilities and career ambitions.

The main pathways include STEM, Social Sciences, and Arts and Sports Science.

Subject selection is particularly important for learners who hope to pursue careers in medicine, engineering, technology, law or other specialised fields.

University and college programmes may require particular subjects or minimum grades.

An inaccurate school-selection platform could therefore have consequences extending beyond placement into senior school.

However, the existence of a court challenge does not mean that every learner's selection has been affected.

What the applicants want

The applicants want the Ministry of Education to publish an accurate and comprehensive list of schools offering each subject combination.

They are also seeking orders preventing the ministry from finalising placement before the alleged problems are addressed.

The case comes shortly before the 2026 Kenya Junior School Education Assessment, scheduled to begin on October 26.

That timing adds urgency because placement decisions will affect learners expected to enter senior school in 2027.

What should parents do?

Parents and learners should retain records of their selected pathways, subject combinations and preferred schools.

They should also follow official Ministry of Education announcements for any changes to placement procedures.

A court application does not automatically suspend the entire placement exercise.

Unless the court issues specific orders or the ministry announces changes, families should continue following the published requirements.

The dispute highlights a broader challenge for Kenya's education reforms: ensuring that digital placement systems accurately reflect available school capacity and do not inadvertently restrict learners' opportunities.

The ministry's response and the court's next directions will determine whether corrective action is required before placements are finalised.
