At the Republican National Convention in Dallas, President Donald Trump declared that a $5,000 dividend would be issued to every adult American should the GOP win control of both the House of Representatives and the Senate in the November midterm elections, branding the scheme as “Trump Dividends”.

Trump offered no details on how the payments would be funded, merely insisting that the money be spent within the United States. Vice‑President JD Vance hinted that the revenue could come from tariffs, recalling earlier promises of $2,000 cheques that never materialised. With roughly 270 million adults in the country, the payout would total around $1.3 trillion.

The proposal was immediately labelled an “empty promise” by Democrats and provoked questions about its legality. Some legal experts contend that a universal payment to adults does not breach federal laws that prohibit vote‑buying and may be protected as political speech, while others warn that the scheme could clash with statutes governing campaign‑related expenditures.

Former Republican strategist and pollster Robert Moran described the pledge as extraordinary and suggested it is more a campaign‑season tactic than a realistic fiscal programme, noting the historical tendency for the president’s party to lose seats in midterm elections.
