Super Metro Sacco has been directed to terminate the contracts of 269 drivers as part of a series of conditions set by the Transport Licensing Appeals Board (TLAB) before the company can resume its operations.
In a ruling issued on Monday, April 14, TLAB outlined eight compliance requirements the popular matatu operator must meet, following concerns about safety and regulatory breaches.
“The appellant (Super Metro) shall immediately disengage 269 drivers as per the list marked 'SPM7' annexed to the respondent's replying affidavit sworn on 10th April 2025,” the tribunal’s order reads. The affected drivers were flagged for lacking the necessary qualifications.
This directive comes hours before Super Metro announced a temporary suspension of services for three days to work on fulfilling the stipulated conditions.
Among the other key requirements are:

Retesting of Overspeeding Drivers: 42 drivers cited for overspeeding must report to the Likoni Driver Test Centre for retesting.

Vehicle Compliance Checks: Eight vehicles with speed limiter violations are to be presented at the Likoni Motor Vehicle Inspection Centre.

Inspection of Additional Vehicles: Another 31 vehicles with outstanding compliance issues are to undergo reevaluation, with reports to be submitted to the NTSA.

Road Safety Records Submission: Super Metro must furnish NTSA with the attendance list and minutes from its Road Safety Sensitisation sessions conducted for its drivers.

Continued Suspension Until Full Compliance: The initial order from March 18, which suspended the sacco’s operations, has been reinstated until all requirements are met.
The matter is set to be mentioned again on April 17 to confirm compliance and determine further actions.
In response, Super Metro confirmed its temporary suspension and reaffirmed its commitment to compliance.
"Super Metro Limited fully respects the decisions of the TLAB and the court. We are working diligently to address the outstanding compliance issues within the stipulated timeframe," the sacco said in a statement. It noted that 90% of the previously issued conditions have already been fulfilled.
The sacco added that it looks forward to resuming operations once it receives the green light from the authorities.
