Kitui Central MP Makali Mulu has claimed that MPs were tricked into supporting the Finance Bill 2023 without reading it.
Mulu, who is a member of the National Assembly Finance Committee, said that the MPs were not given enough time to scrutinize the bill before it was voted on.
"The bill was tabled in the House on Tuesday evening and we were expected to vote on it on Wednesday morning. This was not enough time for us to read and understand the bill," Mulu said.
He added that the MPs were also not given any opportunity to make amendments to the bill.
"We were just told to vote for the bill as it was. This is not how the legislative process is supposed to work," Mulu said.
Mulu's claims have been echoed by other MPs, who have also said that they were not given enough time to read the bill.
"We were rushed through the process. We were not given enough time to read the bill and understand its implications," said an MP who did not want to be named.
The Finance Bill 2023 is a controversial piece of legislation that has been met with widespread opposition from Kenyans.
The bill proposes a number of tax increases, including a 3% housing levy on workers' gross monthly salaries.
The bill has been criticized for being regressive and for placing a disproportionate burden on low-income earners.
It is unclear why the MPs were rushed through the process of voting on the bill.
However, it is possible that the government was under pressure to pass the bill before the end of the financial year.
