A recently released report by the Office of the Controller of Budget has provided a detailed breakdown of President William Ruto's expenditure, revealing that Ksh2.2 billion was spent between July and September 2023. The report, part of the Budget Implementation Review covering the first quarter of the 2023/34 fiscal year, highlighted the allocation of funds to various offices within the presidency.
According to the report, State House accounted for a significant portion of the expenditure, utilizing Ksh1.5 billion, while the Executive Office of the President (OP) spent Ksh619.16 million during the specified period.
The majority of the expenditure was allocated to salaries and compensation for staff across different offices. State House reported an expenditure of Ksh687.53 million, while the Executive Office of the President spent Ksh320.51 million on staff compensation.
The report detailed that compensation to employees covered basic salaries for permanent and temporary staff, personal allowances, and other payments, constituting a total expenditure of Ksh120.99 billion for the entire government, representing 37.7% of the Ministerial gross recurrent spending.
In the category of travel, State House recorded an expenditure of Ksh73.78 million for domestic travel and Ksh2.81 million for foreign travel. Meanwhile, the Office of the President spent Ksh8.02 million on domestic travel and Ksh6.56 million on foreign travel.
Regarding the purchase and overhaul of vehicles, the Office of the President spent Ksh2.63 million during the three-month period, while State House did not report any expenditure in this category. In vehicle maintenance, the Office of the President spent Ksh2.63 million, whereas State House recorded an expenditure of Ksh300,000.
Under hospitality expenses, the Office of the President registered the highest spending at Ksh61.37 million, with State House spending Ksh3.34 million.
Fuel and lubricants witnessed the Office of the President as the leading spender, with an estimated expenditure of Ksh3.84 million.
Other notable expenditures included rent, where the Office of the President spent Ksh24.84 million on rentals of produced assets, and training, with an additional Ksh4.23 million spent on staff training. State House emerged as the biggest spender on utilities and supplies, with an expenditure of Ksh12.6 million, while the Office of the President spent Ksh5.52 million on supplies. Additionally, the Office of the President incurred Ksh176.6 million categorized as other expenditure.
